No New York City data center is asking to connect to the state grid, and nobody filed to add capacity inside the city either: the one new building on file is a network hub.

The quarter in brief

  1. No New York City data center is asking to connect to the state grid. At the end of the quarter the grid operator's queue held 0 MW of data center requests in Zone J, which is New York City. Statewide it held 11,143 MW.
  2. No new data center building or capacity addition was filed in the five boroughs. Every project in the record was filed in an earlier quarter.
  3. The one new data center building under way is small. Charter's one-story, 2,887 square foot hub in Red Hook received its HVAC permit on 12 August. Its building permit is still in review.

What changed this quarter

The grid queue has no data center request from New York City

The state grid operator, NYISO, queues large loads asking to connect to the transmission grid. Its queue at the end of September held 0 MW of data center requests in Zone J, New York City, in every status, including withdrawn ones. Statewide, data centers had requested 11,143 MW, all of it outside the city. A data center fed from Con Edison's local network would not enter this queue. So the zero means no city data center has reached the transmission process, not that none is planned.

The state also moved on large projects. On 14 July the Governor's Executive Order 62 paused state environmental permits for data centers of 50 MW or more until a statewide review is done. On 17 September the Public Service Commission adopted a draft scope for that review. No city filing states a size in megawatts, so the records cannot show whether the order reaches any city project.

The pause is now part of the governor's race. On 23 September City & State reported that Governor Hochul's reelection campaign is running ads on it through Election Day, calling it a one-year moratorium. The ad says her Republican opponent, Nassau County Executive Bruce Blakeman, called the moratorium "crazy" and backs new data centers. The order itself sets no end date, and as an executive order rather than a law it stays in the hands of whoever holds the office.

Charter's Red Hook hub is the only new data center building on file

Charter's building at 233 Conover Street, Brooklyn, is filed with the city as a "Proposed new building for Data Center Hub" (B01128862-I1). It is one story and 2,887 square feet. On 12 August the city permitted its $545,000 HVAC job (B01158069-I1). The new building permit was still in plan examination at the end of September. The city's record dates the building filing 30 March 2026, but a pile job from October 2024 already cites its number, so it may be older. The records do not say who the building will serve. At its size it is a network building, not a colocation campus.

A site counts once in a quarter however many permits it files. Department of Buildings job filings that name a data center, plant work at nine carrier hotel buildings, and the jobs the city files for the same new building. A job that never says data center, outside those buildings, is missed. Q3 2026 is provisional.

The six projects filed since January 2025 are three new data rooms or fit-outs in city offices and an office tower, one hospital expansion, a cage fit-out at 375 Pearl Street, and Charter's building. Counts this small are not a trend.

  • 20 October 2026: comments close on the draft scope of the state's data center review.
  • 3 November 2026: the election for governor, between a candidate running on the data center pause and one who opposes it.
  • Two bills. The Legislature passed a one-year moratorium on large data center permits on 4 June, unsigned. The Council's data center siting study, Int 0003-2026, has had no hearing.

From the end-use table on the "Load Project Tracking" sheet of the NYISO interconnection queue. It leaves out withdrawn and in-service requests, as the sheet does, and leaves out 745 MW of cryptocurrency mining. Zone J shows 0 MW in every status, including withdrawn. A data center fed from Con Edison's local network does not enter this queue.

State air permits in New York City

New York State's environmental permit applications for New York City (DEC Region 2, DART) include no data center air permit application received since January 2025. Four Region 2 air applications were received in that period, and none is for a data center. The last data center application on record there dates from 2012.

  • DataVerge expansion at Industry City, 882 Third Avenue, Brooklyn. DataVerge said it has 1.5 MW available and 3 MW more coming online in Q2 2027, as reported by DCD on 9 June 2026 and datacenter.news on 21 May 2026. No city building or electrical filing at the building since January 2025 describes that work, so the 3 MW, its timing and its permits are unconfirmed.

Boundary. The five counties of New York City, which are its five boroughs: New York County (Manhattan, FIPS 36061), Kings County (Brooklyn, 36047), Queens County (36081), Bronx County (36005) and Richmond County (Staten Island, 36085). The city government is the permitting authority in all five. Westchester, Long Island and New Jersey are outside the boundary and are covered by our tri-state edition.

What is counted. Only permitting that adds data center buildings or capacity: new data center buildings and the jobs the city files for them, new data rooms and data hall fit-outs, and expansions of data center cooling or power. A filing that names a data center counts without a stated capacity, including new power or cooling equipment. Power work that does not name a data center counts only when the record shows more than 1 MW serving one. Replacements, repairs, renovations of existing rooms, permit renewals and amendments are not counted, nor is work whose record does not say it serves a data center.

Carrier hotel buildings. In Manhattan: 60 Hudson Street, 32 Avenue of the Americas, 111 Eighth Avenue, 85 Tenth Avenue, 375 Pearl Street, 25 Broadway and 325 Hudson Street. In Brooklyn: 882 Third Avenue. On Staten Island: 7 Teleport Drive. These buildings also hold offices and shops, so a filing there counts only when it describes data center work.

Counting. A project is one Department of Buildings job, with its trade filings and amendments, plus any jobs the city files for the same new building. It is dated by its own first filing. A permit counts when the city first issued it, not when it renewed it. Declared values are the city's cost estimates and are never added together.

Certificates of occupancy are not part of this report's New York City record set, so none are listed. That is not a finding that none were issued.

Every figure links to the public record it came from: the city's job filing or approved permit, the state's notice or order, or the grid operator's queue. Counts are generated from those records. When this edition is final its figures are frozen: a later correction is added below with its date and reason, and the original figure stays visible.
