Alliant Energy reports 3.4 GW of contracted data center demand in Iowa and Wisconsin and a proposed 15 year large load tariff

Alliant Energy said on October 29, 2026 that its Iowa and Wisconsin utilities, Interstate Power and Light (IPL) and Wisconsin Power and Light (WPL), have 3.4 gigawatts of contracted demand from data centers, and it raised its 2027 to 2030 capital expenditure forecast by 19% to $15.9 billion. Its quarterly report, filed October 30, 2026, adds that WPL has asked Wisconsin regulators to approve a large load tariff requiring a 15 year initial service term for customers of 100 MW or more, and that IPL filed in October 2026 for Iowa approval of an individual customer rate for another data center. A data center building near Quanah, Texas is registered with state regulators at a listed $8 billion

A Texas Department of Licensing and Regulation (TDLR) filing created October 27, 2026 registers Clocktower NWB 05, a single story data center building with an office component of 288,355 square feet at 4628 Four Corners Road, Quanah, in Hardeman County. The owner is listed as 19000-200 Holdings, LLC of Dallas. The registration lists an estimated cost of $8,000,000,000 and construction from November 1, 2026 to December 31, 2028. TerraVolt takes options on 1,077 acres in Cassia County, Idaho for a planned behind the meter data center campus

TerraVolt Holdings said in a Form 8-K filed October 30, 2026 that on October 26, 2026 it entered two option agreements, dated October 23, 2026, to buy about 1,077 acres in Cassia County, Idaho, outside the town of Declo, at $30,000 per acre. TerraVolt says it intends to develop the site as a master-planned, behind the meter digital infrastructure campus designed to support an initial 240 MW of dedicated on-site power generation. Oklahoma City rezones two Frisco Road parcels for a data center campus, with a potable water cap and power contract conditions

The Oklahoma City Council on October 27, 2026 adopted ordinances rezoning two parcels near I-40 and Frisco Road, about 110 acres at 3025 North Frisco Road (PUD-2105) and about 184 acres at 13921 NW 23rd Street (PUD-2124), to planned unit developments that permit data centers. Each ordinance passed 6 to 3 and was adopted without the emergency clause. The master design statements, prepared for developer BLE Landholdings, LLC, cap combined potable water use at 75,000 gallons per day for each site unless the Director of Utilities approves more, and require an Oklahoma Corporation Commission approved electric service instrument with at least a 10 year initial term before any certificate of occupancy. Exelon counts about 11 GW of high probability data center load, 9 GW of it at ComEd, with 23 GW more in cluster studies

Exelon said in its third quarter 2026 earnings slides, filed October 30, 2026, that it counts about 11 GW of high probability data center load: about 9 GW at ComEd and about 2 GW in its MidAtlantic utilities. It defines that tier as load in advanced phases of design or backed by FERC approved transmission security agreements, and says about 45% has those agreements, backed by about $1.2 billion in collateral. HIVE's BUZZ HPC borrows about $129 million at 9% fixed to buy 2,303 Nvidia GB200 GPUs for a Cohere contract in Canada

HIVE Digital Technologies said on October 27, 2026 that a BUZZ HPC subsidiary entered into a fixed rate credit facility of about $129 million from an unnamed institutional lender. The loan carries 9.0% interest over a three year amortizing term at about 80% loan to cost, and funds a $165 million cluster of 2,303 Nvidia GB200 GPUs contracted to Cohere under a three year, $225 million contract. Portland General lists 473 MW of executed data center contracts under construction, plus a separate contract for up to 420 MW

Portland General Electric said in its third quarter 2026 earnings slides, filed October 29, 2026, that 473 MW of executed 2025 and 2026 contracts with five data center customers are under construction. A further 2026 executed contract of up to 420 MW is not under construction and is expected to energize in 2028, ramping to full capacity in 2033. AEP details transmission terms for a proposed 10.4 GW Piketon, Ohio data center campus and raises its contracted load forecast to 84 GW

American Electric Power said in its third quarter 10-Q, filed October 28, 2026, that its Ohio transmission subsidiary, Ohio Power and an unnamed customer executed definitive agreements in August 2026 for three 765 kV transmission lines to support a proposed 10.4 GW data center campus in Piketon, Ohio. The agreements set a project budget of about $5 billion, the lines target in-service dates at the end of 2028, 2029 and 2030, and the first 800 MW of load is expected to use existing transmission. The project still needs PJM, PUCO and FERC approvals. Separately, AEP said it signed 15 GW of new load commitments in the quarter and expects incremental contracted load to reach 84 GW by 2031. CenterPoint expects about 12 GW of ERCOT Batch Zero large load on its Houston system, pending ERCOT allocation decisions

CenterPoint Energy said in an October 27, 2026 investor update that it expects about 12 GW of new large load from ERCOT's Batch Zero process to be energized on its Houston Electric system by 2030, rising from about 3 GW in 2027. It compares that with a current system peak of 21 GW. CenterPoint says ERCOT is expected to decide how much counts as base load in December 2026 and how much is allocated as studied load in April 2027, and that actual demand may be lower. FirstEnergy says contracted data center demand on its system has nearly doubled to about 7.9 GW in its long range forecast, with another 19 GW in its pipeline

FirstEnergy said in an October 27, 2026 investor presentation that contracted data center demand across its five state footprint has nearly doubled since year end 2025, to about 7.9 GW of cumulative demand forecast for 2036. It counts another 19 GW of pipeline demand, says it is in active contract negotiations with about 4 GW, and lists 117 GW of large load studies outside its pipeline. Contracted means a contract to construct facilities and/or an electric service agreement. Galaxy says Helios I Phase II is under construction for CoreWeave, with 830 MW of approved Helios II capacity not yet leased

Galaxy Digital said on October 27, 2026 that Phase II of Helios I, its CoreWeave leased data center at the Helios campus in Dickens County, Texas, is fully financed and under construction, with data hall deliveries scheduled to begin in the second quarter of 2027. All 133 MW of Phase I critical IT load was delivered to CoreWeave by the end of the second quarter. Galaxy says it is in discussions with prospective tenants for 830 MW of approved capacity at Helios II that is not yet under lease, and that its Texas power pipeline now totals over 5.7 GW of potential capacity. A planned 11-building data center campus in Putnam County, Georgia lists about 520 MW of estimated peak connected load in its state review filing

Putnam County, Georgia filed a Development of Regional Impact review with the state on October 26, 2026 for Eatonton 379, a proposed data center development on about 543 acres with about 11 buildings totaling about 3.5 million square feet. The filing lists an estimated peak connected electrical load of about 520 MW, names Tri-County EMC or Georgia Power as the energy supplier, and gives an estimated value at build-out of about $3.5 billion with completion in 2031. The developer is seeking a rezoning and a conditional use. Putnam County has a moratorium on data center land development permits that it extended on October 21, 2026 to November 17, 2026. Forum Edge AI signs Fireworks to a $94.4 million, 36-month GPU capacity contract at a Dallas data center, with deployment expected around year end

Forum Markets said on October 26, 2026 that Forum Edge AI, its joint venture with Edge Node, signed a definitive agreement with Fireworks for a 36-month reservation of Nvidia B300 GPU capacity at a powered data center in Dallas. The combined total contract value is about $94.4 million, covering GPU capacity and CPU management node fees over the term. The company's Form 8-K describes the deal as a reservation of 96 enterprise AI servers. NiSource signs a 20-year energy agreement with Microsoft for its northwest Indiana data center campus, adding about 1,100 MW of new generation to its GenCo pool

NiSource said on October 16, 2026 that it signed a long-term energy agreement with Microsoft for Microsoft's previously announced northwest Indiana campus. Microsoft is expected to begin taking electric service in 2028 under a 20-year term. NiSource says its GenCo pool portfolio will grow by about 1,100 MW, which it describes as new generation resources, and that Microsoft fully funds the generation and transmission needed to serve its load. Alcoa agrees to sell parts of its Massena East, New York site to a data center buyer for up to $315 million, with most of the price tied to approved capacity

Alcoa said on October 15, 2026 that it entered into definitive agreements during the third quarter to sell portions of its Massena East site in New York, with potential proceeds of up to $315 million. Alcoa expects about $50 million to $65 million at closing, depending on the amount of approved data center capacity, and may receive about $60 million to $250 million more as approved capacity is expanded and commissioned over the seven years after closing. Closing is expected within six months and is subject to permitting and regulatory approvals and the conditions required to begin construction. A planned data center campus near Metter, Georgia lists 500 MW of estimated peak load from Georgia Power in a state regional impact filing

A Development of Regional Impact filing by Candler County, Georgia describes a data center campus on about 470 acres at 2700 Airport Road near Metter, next to the Metter-Candler Airport and south of Interstate 16. The forms list five buildings of up to 250,000 square feet each, an estimated peak connected electrical load of 500 MW from Georgia Power, and an overall completion year of 2033. Loudoun County now requires utility power and site disclosures from data center applicants expecting to need 100 MW or more

Loudoun County, Virginia said on October 23, 2026 that it now requires extra documentation from land use applicants for a High Energy Use Facility, defined in a 2026 state law as a facility expected to need 100 megawatts or more from a retail electric utility. Applicants must file an affidavit with copies of their correspondence with the utility showing the energy and voltage needed at full build out, and the utility must describe the substations and transmission voltage that would serve the site. A sound and environmental site assessment is also required. Loudoun supervisors back a preliminary deal that would keep data centers off the former GWU campus in Ashburn that Amazon bought

Loudoun County's Board of Supervisors voted unanimously on October 20, 2026 on measures intended to eliminate potential data center uses on George Washington University's Virginia Science and Technology Campus in Ashburn, which Amazon Web Services bought earlier this year. Under terms announced at the meeting, Amazon would convey about 25 acres to the county, the board would fast track rezoning of the remaining 97 acres for housing and mixed use, and Amazon stated its intent to withdraw its data center application and forgo legal action over data centers at the site. Liberty Energy signs a development agreement with an unnamed frontier AI lab for 1.2 GW of integrated power services at data center campuses

Liberty Energy said in its third quarter 2026 results, released October 21, 2026, that its Liberty Power Innovations unit entered into a strategic development agreement with a leading frontier AI lab and a dedicated infrastructure platform for 1.2 GW of integrated power services at data center campuses. Neither counterparty is named. Liberty says the agreement includes a significant prepayment of capacity fees, targets execution of a first energy service agreement of approximately 500 MW by December 2026, and sets a phased energization schedule from the fourth quarter of 2027 through the first quarter of 2029. PG&E reports 12,870 MW of data center load in its pipeline and lists large load beyond an initial 1.8 GW as work to be delayed or deferred

PG&E's third quarter 2026 earnings presentation, furnished October 22, 2026, shows 12,870 MW of new data center load in its pipeline as of September 2026, up from 12,710 MW in June. Most of it, 8,350 MW, is at the application and preliminary engineering stage. PG&E says it has energized 174 MW of new data center projects since 2024. Applied Digital and Soluna sign an agreement to form a joint venture for a planned 50 MW critical IT AI data center at Dorothy 3 in Briscoe County, Texas

Soluna Holdings disclosed on October 21, 2026 that it signed a subscription agreement on October 20 with affiliates of Applied Digital to form a jointly owned project company. The company would develop a planned 50 MW critical IT data center for AI and high performance computing at Soluna's Project Dorothy 3 site near Silverton in Briscoe County, Texas, next to the Briscoe Wind Farm, which Soluna describes as a 150 MW wind farm. Applied would hold 51% and Soluna 49%. Closing is conditional, including a county tax abatement vote, and is expected on or before December 1, 2026. FERC accepts PJM's 50 MW large load definition and registry but rejects its plan to connect new large loads ahead of new capacity

The Federal Energy Regulatory Commission on October 9, 2026 accepted two parts of PJM Interconnection's large load proposal: a definition of Large Load as 50 MW or more of cumulative peak load at a single electrical site, and a Large Load Registry, both effective October 12, 2026. Stafford County, Virginia approves the Accokeek Center data center rezoning, with about 122 MW of Dominion service planned at full build-out

Stafford County supervisors voted 4-3 on October 7, 2026 to rezone about 121 acres for the Accokeek Center data center campus and to approve a Dominion substation permit, according to local reports. County documents describe up to 590,000 square feet in two buildings between U.S. 1 and Interstate 95. Cipher lifts its Barber Lake cost estimate to about $2.94 billion and plans an $850 million note sale that will help fund it

Cipher Digital now estimates that its Barber Lake data center in Colorado City, Texas will cost $2,941 million to $2,966 million to complete, against an original budget of $2,157 million, according to an investor presentation filed with the SEC on October 13, 2026. Digi Power X gets a $200 million debt commitment for its 40 MW Columbiana, Alabama data center leased to Cerebras

Digi Power X says it has received a commitment letter from a major lending institution for $200 million of debt financing to support its 40 MW AI data center in Columbiana, Alabama, with the financing syndicated by Goldman Sachs. The company expects the financing to close within 90 days, subject to definitive documentation and other conditions, including the lender's diligence. AMD signs credit support for the 222 MW first phase lease at Fermi's Project Matador in Texas

Fermi America says it has signed a credit support agreement with AMD supporting the lease for phase one of Project Matador in Carson County, Texas, which Fermi describes as 222 MW of gross power capacity in line with its first customer lease announced August 10, 2026. Serverfarm tops out ARK1 at its Clarksville, Arkansas campus, a building the company lists at 108 MW

Serverfarm has topped out ARK1, the first building at its Clarksville, Arkansas data center campus, DCD reported on October 12, 2026, citing a LinkedIn post by chief executive Avner Papouchado the previous week. [Source 1] Serverfarm's own campus page lists four buildings, ARK1 through ARK4, each with 108 MW of building capacity across 300,000 square feet on two floors, and says the first two buildings are expected to be complete by January 2028. Anne Arundel County passes a data center moratorium that stops new applications but lets filed plans and adjacent expansions proceed

The Anne Arundel County Council passed Bill 63-26 by a 7-0 vote on October 5, 2026, according to the county's legislation page. [Source 1] The amended bill text posted by the county bars the county from accepting new applications of any type for a proposed data storage center during an Effective Period that runs from the bill's effective date until the earlier of January 31, 2028 or the effective date of comprehensive rules based on a work group's recommendations. Plans filed before that period begins, and future phases of existing data centers on adjacent or adjoining properties, may proceed. Virginia regulators cite Google's Project Peanut data center site in Chesterfield County for seven sediment incidents outside its water permit

The Virginia Department of Environmental Quality issued Notice of Violation No. 2026-08-PRO-203 on September 29, 2026 to Peanut LLC, the responsible party for Project Peanut in Chesterfield County, under Virginia Water Protection Permit No. 19-1094. The notice was emailed to a google.com address. It cites unauthorized filling of surface waters outside permitted impact areas reported on seven dates between December 30, 2025 and August 5, 2026, and estimates that about 7,735 linear feet of stream channel and about 1.4 acres of wetland were affected by sediment. Duke Energy settles North Carolina large load terms with Amazon, Google, Meta and Microsoft, extending upfront payment rules to loads of 50 MW and up

Duke Energy said on October 7, 2026 that its two North Carolina utilities reached a settlement with the North Carolina Public Staff, Amazon, Google, Meta, Microsoft, the Carolina Industrial Group for Fair Utility Rates and the U.S. Department of Defense on terms for data centers and other large loads. If the North Carolina Utilities Commission approves it, the terms would apply to customers of 50 MW or more with an 80% load factor that sign an electric service agreement after June 1, 2026, down from the 100 MW threshold Duke previously applied. Those customers would make nonrefundable upfront payments for dedicated grid facilities, post deposits and security for shared upgrades such as transmission, and take service on a High Load Factor rate schedule. DayOne files for a Nasdaq IPO with 962 MW of IT capacity in service, 789 MW of it in Johor, and one customer at about 69% of revenue

DayOne Data Centers, the Singapore headquartered operator that was deconsolidated from GDS at the end of 2024, filed a Form F-1 with the SEC on October 5, 2026 for an initial public offering of American depositary shares on Nasdaq under the symbol DODC. The prospectus reports 962 MW of IT Power Capacity in service and 1,328 MW under construction as of September 20, 2026, with a 99.1% utilization rate. Johor, Malaysia holds 789 MW of the capacity in service. Its largest customer, an unnamed short-form video platform company, accounted for 69.2% of revenue in the first half of 2026. Hallador sells six years of Indiana power from its Merom plant to a MISO Zone 6 utility at what it calls its highest capacity price yet

Hallador Energy said on October 8, 2026 that its subsidiary Hallador Power Company signed six-year capacity and energy agreements on October 7 with an unnamed, investment-grade MISO Zone 6 utility. The deals cover deliveries from the Merom Generating Station in Sullivan County, Indiana from June 1, 2029 through May 31, 2035. The utility will buy an annual average of 225 MW of Merom's accredited capacity for about $271 million, and an annual average base energy quantity of 200 MW that Hallador estimates at about $422 million of revenue. Applied Digital signs a 15-year power deal with a planned 1,200 MW gas plant for its Polaris Forge 3 campus, from a developer run by its own executives

Applied Digital disclosed in its quarterly report filed October 7, 2026 that on October 4 it signed a power purchase agreement and a credit support agreement with Base Electron for capacity and energy from an approximately 1,200 MW natural gas plant that Base Electron plans to develop in Center, North Dakota. The plant is intended to provide dedicated generation for Applied Digital's Polaris Forge 3 campus. The agreement has a 15-year delivery term with fixed monthly payments based on target contract capacity, and Base Electron may terminate it if the plant has not reached financial close by March 31, 2027. Applied Digital says 250 MW of critical IT load is now ready for service at its fully leased Polaris Forge 1 campus in North Dakota, and secures access to up to 1 GW of potential power in Finland

Black Hills signs long-term agreements to power Google's planned Cheyenne data center with up to 590 MW of grid service and about 2.1 GW of contracted supply through a private microgrid

Black Hills Corp. disclosed on October 6, 2026 that it signed definitive agreements, effective September 30, to serve a planned Google data center in Cheyenne, Wyoming through 2048. Black Hills will provide up to 590 MW of grid-connected energy service and manage about 2.1 GW of Wyoming-based, third-party contracted resources through a privately managed microgrid. Boost Run signs Cohere to a $525.6 million dedicated GPU cloud contract, with a refund right if rack delivery slips past its deadline

Boost Run disclosed on October 6, 2026 that its subsidiary signed a service agreement with Cohere on September 30 to provide dedicated GPU cloud infrastructure. Cohere committed to pay about $525.6 million over the term, subject to delivery and acceptance. Each rack runs about five years from Cohere's acceptance, which is expected to begin in the second quarter of 2027. If a minimum amount of infrastructure is not accepted by July 15, 2027, Cohere can terminate and get its prepayment back. The filing does not name a facility or disclose MW or GPU type.
