The disclosure and our analysis

Evidence dates

Evidence: Georgia Department of Community Affairs Development of Regional Impact (DRI) #4860, initial information form and additional information form, and the state DRI submissions list showing the initial form submitted October 20, 2026 and the review status as Certified Complete. All read October 24, 2026.

What the filing shows

Floyd County submitted the initial DRI form. It names the project ATL80 and Microsoft Corporation as developer and applicant, at 0 Huffaker Road, north of Huffaker Road, in unincorporated Floyd County. The project is classed as a technological facility, including data centers. [Source 1] [Source 3]

1. **Buildings:** a data center development of 3 buildings totaling up to 1,659,000 square feet. [Source 1]

2. **Site:** 349.03 acres. [Source 1]

3. **Timing:** the form gives 2032 as the overall project completion. It does not give dates for individual buildings. [Source 1]

4. **Action requested:** the form marks a permit as the local government action that triggered the review. It does not say which permit. [Source 1]

Power, water and other demands

The additional information form lists Georgia Power as the energy supply provider and an estimated peak connected electrical load of 422 MW/444 MVA. That is the filing's own basis, a peak connected electrical load for the development. It is not a critical IT load figure, and the form does not split it by building or phase. Planned improvements include an on-site substation, backup diesel only generators and a transmission line extension to the site. [Source 2]

The same form lists: [Source 2]

1. **Water:** Floyd County, Old Mill Spring and ground water, at 0.0135 MGD maximum daily demand.

2. **Wastewater:** 0.0102 MGD maximum daily demand. The form says sufficient City of Rome system capacity exists but there is no infrastructure near the site, so onsite treatment and disposal will be used.

3. **Traffic:** 874 daily trips, 93 in the morning peak hour and 83 in the evening peak hour.

4. **Economics:** estimated value at build out of $340,000,000, estimated annual local tax revenue of $36,000,000 and 150 full time employees. These are the applicant's estimates.

5. **Environment:** a federal and state wetlands permit will be acquired for about 0.81 acres of wetland impacts and 2,255 linear feet of stream impacts, with mitigation through a private mitigation bank.

The listed water demand is small for a campus of this size. The form does not say what cooling system is planned, so we do not draw a conclusion about it.

Status

On our status vocabulary, ATL80 is Proposed as of October 24, 2026. The state listing shows the regional impact review as Certified Complete. That review produces regional findings for the local government; it is not a zoning, building or utility approval. The reviewed forms do not show a Georgia Power service agreement, construction, energization or available capacity.

Buyer analysis

This is our analysis, not a Microsoft statement. ATL80 reads as a self build campus for Microsoft's own use, so it is unlikely to add colocation inventory. Its relevance for buyers is power. A 422 MW peak load request in northwest Georgia joins other large requests on the Georgia Power system, and buyers seeking near term capacity in and around the Atlanta market should ask providers where their own utility commitments stand.

Floyd County is outside metro Atlanta. We link it to the Atlanta market page because that is the nearest market we track, not because the site is in the metro area.

What remains unknown

The reviewed forms do not give the critical IT capacity, the split of the 422 MW by building or phase, start or completion dates for each building, the specific permit requested, the cooling design, the timing or status of Georgia Power service, or the parcel numbers. The regional commission's findings were not reviewed.
