Why Hillsboro punches above its size
Hillsboro is the western terminus for several transpacific subsea cable systems, which makes it structurally important to any architecture that moves traffic between North America and Asia. Add Oregon's lack of a sales tax on equipment, historically low industrial power rates, and a mild climate that supports economiser cooling, and the market attracts demand well beyond what its size suggests.
CBRE reported 475.4 MW of inventory at the end of 2025 with a vacancy rate of 0.2%, an all-time low, leaving roughly 1.0 MW available across the entire market.

One megawatt available in a 475 MW market is not a tight market. It is a closed one. Anything you are offered here is either a small block in an existing hall, space someone else has released, or a future phase. Establish which of the three before you spend time on it.
What is actually constraining supply
Three things, and none of them resolve quickly. Oregon's urban growth boundary limits where development can happen at all, which is unusual among US data center markets and puts a hard edge on land supply. Power transmission into Washington County is limited. And permitting and zoning timelines have lengthened.
Oregon's POWER Act adds a further consideration by establishing a separate data center customer class at a 20 MW threshold, which changes how large loads are treated by the utility. Any large requirement needs that modelled rather than assumed.
CBRE reported that capacity under construction in Hillsboro fell 15% in 2025 against 2024. Supply is not catching up in the near term.
Pricing
CBRE puts Hillsboro asking rates at $175 to $225 per kW per month, against a national average of $195.94 for a 250 to 500 kW requirement. That is below Silicon Valley and roughly in line with Chicago, which is notable for a market with effectively no vacancy.
The reason rates have not run further is that most capacity here is committed on long terms to a small number of large tenants, so there is little spot pricing to reset the market. That also means the published band tells you less than usual about what you would actually pay for a new requirement today.
- Confirm whether an offer is existing capacity or a phase dependent on transmission work.
- Model the utility separately, including the 20 MW customer class threshold if you are near it.
- Ask what happens at renewal. In a market this tight, the renewal clause is the whole negotiation.
- Check the cooling design against your density. Economiser-led designs behave differently under high-density load.
When Hillsboro is the right answer
When the workload touches transpacific routing, needs Pacific Northwest presence, benefits from the equipment tax position, or pairs with a Californian primary site for regional resilience at a genuine distance. It is also credible for sustainability-led requirements given the regional hydro-heavy fuel mix.
It is the wrong answer when you need capacity soon and cannot wait for a phase. Compare with Silicon Valley when interconnection matters more than routing, and with Phoenix or Reno when the driver is western coverage at a deliverable date.
Risks to resolve before shortlisting
- Availability is the risk: assume nothing is free until an operator confirms a named hall and a date.
- Transmission dependency: a phase contingent on utility work carries the utility's timeline, not the operator's.
- Land supply: the urban growth boundary means new sites are not simply a matter of capital.
- Concentration: a small number of operators hold most of the market, which limits competitive tension.
- Expansion: with no 5 MW blocks free, growth almost certainly means a second building.

- Subsea or long-haul routing dependencies, named.
- Density and cooling method, tested against the hall's design.

Treat Hillsboro as a market you queue for, not one you shop in. Get in front of operators before the requirement is urgent, and keep a second market live so a delivery date slipping does not become your problem.
