Digital Realty’s October filing puts Corny at 144 MW

Digital Beaver 4 LLC’s application to the Oregon Department of State Lands, received October 6, 2026, after the quarter closed, puts the Corny campus at 144 MW of proposed capacity in two two-story buildings for hyperscale and colocation tenants. It requires a site within 5 kilometers of the applicant’s existing Digital Realty data centers, calls for about 371,000 square feet of data center building space without saying whether that is floor area or footprint, and projects 186 full-time jobs. Its signed city planning affidavit names the July case. The state record shows the application awaiting fees, with no permit, utility commitment or opening date. Application, pages 2, 5, 9 and 17.

What happened this quarter

Digital Realty is behind both July 21 applications

Two Hillsboro data center planning cases were filed on July 21, 2026. Corny and Wagon each seek Development Review II approval for a data center and associated improvements with a 10% height adjustment, and both remain In Review with no building permit issued. Digital Realty entities bought the land in the months before filing. Digital Beaver 4 LLC paid $50 million for Corny’s 28.95 acres in March 2026, while Digital Beaver 2 LLC and Digital Beaver 3 LLC, both on Digital Realty’s 2025 subsidiary list, bought Wagon’s 19.81 acres in December and January for $23.6 million and $8.5 million.

Both applications drew incomplete prescreen reviews

Corny’s September 9 workflow entry lists a missing transportation impact analysis, Site Activity Statement and noise study. Wagon’s August 10 entry also records an incomplete prescreen, although its letter is not shown in the public view of the record. Neither record shows whether later submissions resolved the issues.

The application window closed six days later

The council adopted a 120-day moratorium on July 27, 2026. The city notice of Resolution 2932 says it covers new and expanded data centers and battery energy storage systems as primary uses, while applications submitted earlier may continue. That keeps both July 21 filings in review, though it does not guarantee either an approval. The notice also points to a separate state pause on Enterprise Zone tax agreements for data centers. Across the Columbia River, Skamania County commissioners unanimously adopted a moratorium on all data centers on August 18, the Columbia Gorge News reported.

Permanent rules moved from the Planning Commission to the council

After an August 12 work session and an August 26 hearing, the Planning Commission approved the first phase of data and energy storage code changes at a public hearing on September 9. That phase defines the uses, sets the zones where they are allowed, limited or prohibited, and adds school buffers and limits on accessory data centers. At the October 6 first reading, councilors advanced the ordinance after removing a provision that would have let businesses move accessory data center space to an affiliated property and making a 1,000-foot school buffer temporary, the Hillsboro News-Times reported. Design and development standards follow in a second phase in winter and spring 2027.

Portland metro: seven quarters of public-record activity

Q3 2026 brought the Corny and Wagon planning applications, a Flexential data hall fit-out and Suntech’s conversion to primary data center use in Hillsboro, plus a Portland data-hall alteration and early assistance for a five-floor office conversion. Earlier quarters include Hillsboro campus work, Forest Grove’s Crane permit issuance and a Gresham conversion. The table gives the stage and date in each public record. Portland-area totals remain unknown.
