The disclosure and our analysis

Evidence dates

Evidence: Georgia Department of Community Affairs Development of Regional Impact (DRI) #4846, initial and additional information forms, and the state DRI submissions list, which shows the filing dated October 5, 2026 with status Additional Form Submitted; the Heart of Georgia Altamaha Regional Commission request for comments dated October 22, 2026; and the applicant's zoning supplement and backup power response posted on Candler County's data center information page. All read October 25, 2026.

What the filings show

Candler County submitted the DRI forms. The project is named the Canoochee River RV Resort Data Center Project, and the developer and applicant is Canoochee River RV Resort, LLC of Savannah. The county marks rezoning and a permit as the local actions requested. [Source 1] [Source 3]

1. **Site:** about 470 acres adjacent to the Metter-Candler Airport and south of Interstate 16, at 2700 Airport Road, Metter. [Source 1]

2. **Buildings:** five buildings of up to 250,000 square feet each, with parking, mechanical yards, substations, a well site, retention ponds and access roads. [Source 1]

3. **Timing:** the initial form says the developer seeks to build in phases over 5 to 7 years, and lists 2033 as the overall completion year. [Source 1]

4. **Value:** the additional form lists an estimated value at build out of $35 billion and 200 full time employees. These are the applicant's estimates. [Source 2]

Power and water

The additional form lists Georgia Power as the energy supply provider and an estimated peak connected electrical load of 500 MW. That is the form's own basis, a peak connected electrical load for the whole development. It is not a critical IT load figure, and the form does not split it by building or phase. The form answers yes to whether existing transmission and distribution infrastructure is sufficient to serve the project. That is the applicant's answer on a state form; we did not find a Georgia Power study or service agreement in the reviewed documents. [Source 2]

Water would come from ground water, at an estimated 0.2 MGD, with on-site septic for wastewater. The applicant's own materials on the county page describe a closed loop cooling system. [Source 2] [Source 7]

In a written answer to county questions, the developer says backup generators will be chosen after detailed design, once the end user's reliability requirements are set, and that any generator must use EPA Tier 4 Final certified engines and run only for emergencies and short daytime tests. It says the team is also evaluating a battery first design. [Source 6]

Schedule and leasing intent

A supplement to the zoning application, posted on the county page, gives this schedule: an item labeled FEA/CIAC on June 1, 2027; lease execution on September 1, 2027; construction start on building 1 on October 1, 2027 and on buildings 2 to 4 on March 1, 2028; building 1 completion on October 1, 2028; and buildings 2 to 4 completion on March 1, 2029. The document does not define FEA/CIAC. In utility practice those abbreviations usually refer to a facilities extension agreement and a contribution in aid of construction; that is our reading, not the document's. [Source 5]

The same supplement says the applicant intends to lease the improved portions of the site to tenants who will occupy and use the improvements. [Source 5]

The documents do not line up exactly. The DRI forms describe five buildings and completion in 2033, while the zoning supplement's schedule covers buildings 1 through 4 and ends in March 2029. The reviewed sources do not explain the difference.

Status

On our status vocabulary, this campus is Proposed as of October 25, 2026. A rezoning to a planned unit development and a permit are being sought, and the regional commission's comment period runs from October 22 to November 5, 2026. No county zoning decision, Georgia Power agreement, lease, construction or energization is established by the reviewed sources.

Buyer analysis

This is our analysis, not the developer's. Unlike a hyperscaler self build, this filing describes a landlord model: the applicant intends to lease the buildings, with lease execution targeted for September 2027. A 500 MW peak load request in rural southeast Georgia adds to the large loads asking for Georgia Power service, and the schedule depends on a utility agreement milestone in June 2027 that is not yet in place.

For buyers, the useful dates are the November 5 comment deadline and the county's zoning hearings. A campus at this stage is not inventory. Anyone tracking capacity in the Southeast should treat the 2028 first building date as a developer target until a utility agreement and a named tenant appear.

We have not assigned this project to a tracked market. Metter is inland from Savannah and far from metro Atlanta, and Colocation Scout does not publish a market guide that covers it.

What remains unknown

The reviewed sources do not name an end user or tenant, give critical IT capacity, split the 500 MW by building or phase, show a Georgia Power study, service or facilities agreement, give the dates of the Candler County zoning hearings, define the FEA/CIAC milestone, or reconcile the five buildings and 2033 completion in the DRI forms with the four building schedule ending in 2029 in the zoning supplement. The regional commission's findings have not been issued.
