RWE announced a virtual power purchase agreement with Oracle covering 433 MW of electricity production from its existing Panther Creek I, II and III wind projects in West Texas. The MW figure concerns wind generation associated with the agreement. It is not critical IT load, a data center utility-service commitment or newly available colocation capacity. RWE identifies the wind farms as existing projects, so the agreement should not be described as construction of 433 MW of new generation. [1]
How this fits Oracle's Texas energy program
Oracle's September 15 announcement describes a broader investment program spanning ten wind projects and more than 1.7 GW of generation capacity, with Clearway Energy, ENGIE, RWE and Scout Clean Energy among the suppliers. Oracle connects that program to the ERCOT grid serving its Abilene facility and its goal of matching AI data center electricity use with carbon-free electricity by 2035. RWE says its transaction forms part of that broader program. The 433 MW should therefore not be added to the 1.7 GW headline as a separate increment. [1][2]
What a virtual agreement establishes
EPA describes a financial or virtual PPA as an arrangement in which a generator sells electricity into the grid and the customer purchases its physical electricity separately. Financial settlements can link a negotiated price to market prices. That is general background, not a disclosure of this agreement's settlement formula. [3]
The reviewed RWE and Oracle releases do not establish a dedicated physical delivery path from Panther Creek to a named data center, nor do they quantify continuously deliverable power at an IT load. The generation counties identify the wind assets. They do not identify a new Oracle campus.
Colocation Scout analysis: separate energy procurement from site readiness
For a buyer evaluating Texas space, this announcement is useful evidence of energy procurement activity. It does not replace the documents needed to assess a particular building's delivery risk. A procurement team should separately request utility-service milestones, the capacity reserved for its phase, commissioning evidence and the contractual remedy for a missed delivery date.
A sustainability comparison also needs consistent units and time periods. MW expresses capacity; MWh expresses energy over time. Neither a generation-capacity headline nor a yearly matching goal, standing alone, demonstrates that a proposed workload can receive its full requirement at every hour. Ask how a provider measures matching and which contractual or operating arrangements address periods when generation differs from consumption.
For commercial comparisons, request the electricity charges actually payable by the tenant, the allocation of market-price exposure and the treatment of environmental attributes. A supplier's energy announcement does not establish what a colocation customer will pay per kWh or per kW of reserved IT capacity. Those are separate negotiations with potentially different counterparties.
What remains unknown
The public announcements reviewed do not disclose the VPPA strike price, contract term, settlement location, detailed environmental-attribute treatment or allocation among Oracle facilities. They also do not provide a current offer of space for outside customers. We have not reviewed the underlying agreement and do not infer those terms from the announced generation amount.

CleanSpark's September investor presentation identifies Anviran, LLC, a wholly owned Meta subsidiary, as the tenant for its Sandersville, Georgia, AI data center campus. Meta guarantees rent and operating expenses. The presentation describes 175 MW of contracted critical IT load, a 20-year base lease and approximately $6.6 billion of contracted lease payments over that base term. [1]
HIVE Digital Technologies says its subsidiary BUZZ High Performance Computing has entered a strategic partnership with ProCogia, a Vancouver-based applied AI and data engineering company. ProCogia will procure dedicated GPU capacity from BUZZ HPC's Canadian data centers and provide software and implementation services on that infrastructure. [1]
