Denver metro and Colorado Springs data center permits, Q3 2026: three Denver metro sites filed to add capacity, all in Aurora, and six towns paused.

What was filed to build data center space in the Denver metro and Colorado Springs in the third quarter of 2026, and the council votes around it. Every figure links to its public record.

Aurora, where every Denver metro filing to add data center capacity was made, was the one council to reject a pause: 6-5 on 10 August, the mayor breaking the tie.

What happened this quarter

Three sites filed, all in Aurora

Three sites in the Denver metro filed to add data center capacity, all in Aurora. At QTS's DEN1 campus, DC1 filed a 22.5 MW fit-out of two data halls and matching 22.5 MW power work, neither issued by the end of September. Work inside an already permitted data center counts only when its filing states added power. So QTS's DC3 fit-out and build-out, which state none, are not counted; nor is CoreSite's DE3 in Denver, whose four September permits for a "2nd story data center buildout" add cooling units and a chiller with no power figure.

Two new campuses were submitted in Aurora

Two data center campus site plans were submitted to Aurora in the quarter and reported by the press before 1 October (Denver Gazette): 1,000,000 square feet on 500 acres at the Aerotropolis Logistics Center (application 26-2645716), its documents in the record submitted 11 August, and the TEL01 campus, 1,542,300 square feet on 260 acres (application 26-2657108). In the portal, open Project List and search the project number, 1994428 or 2005880. The city has not yet accepted either; both records read an application date of 12 October. No new-building permit filing appears in the reviewed Denver metro records. Afterward, Mayor Mike Coffman said Vantage's Trident plan "must be stopped" (Denver Gazette, news coverage).

Six towns paused. Aurora chose rules instead.

Six towns adopted a data center moratorium, three around each metro. In the Denver metro: Broomfield on 7 July (ordinance; Colorado Politics, news coverage), Commerce City on 21 September (ordinance) and Thornton on 22 September (ordinance). Around Colorado Springs: Woodland Park on 16 July (minutes), Monument on 20 July (draft minutes) and Palmer Lake on 10 September (draft minutes). Aurora rejected a moratorium 6-5 on 10 August, the mayor breaking the tie (Denver7, news coverage), and asked staff for rules, 7-4 (CPR News). On 28 September it banned new evaporative cooling, unanimous as reported (Sentinel Colorado).

Colorado Springs: one new case, one long wait

Vineyards Research Park (city record, filed 7 July) is Colorado Springs' one planning case this quarter. The city record describes two 110,000 square foot light industrial and office buildings; the applicant describes a GPU test lab (Gazette, news coverage). The city approved it; an appeal was filed on 30 September (appeal record). Project Taurus kept its approval with a 50 MW cap when the Planning Commission denied the appeals 6-2-1 on 23 July (minutes). On 17 September the council postponed the final appeal to 13 April 2027 (council record).

A site counts once in a quarter however many permits it files. Denver metro: Aurora is one complete city file; Denver, Douglas County, Centennial, Thornton and Adams County records are found by wording or at known data center addresses, so a new site there is invisible until it is named somewhere. Colorado Springs: planning cases only; its building permits are not in the record. The two metros are never added together. Q3 2026 is provisional.

What to watch

  • 6 October 2026: Brighton's council takes up a 90-day pause after an eight-building campus rezoning request (Denver7, news coverage); Arvada hears an 18-month moratorium (city recap).
  • 21 to 28 October 2026: the Public Utilities Commission hears Xcel's large-load tariff for loads of 50 MW or more (Proceeding 26AL-0137E; dates in Decision C26-0467), suspended until 8 January 2027.
  • 13 April 2027: Colorado Springs City Council hears the Project Taurus appeals. The Vineyards appeal has no date yet.

Colorado Air Pollution Control Division documents for data centers in the eight counties, from the state's public records system. None fall in Q3 2026. A generator permit rating is backup plant, not the capacity a customer can use, so no rating is shown as megawatts of space.   • NTT Global Data Centers, Aurora. 300,000 square feet under a 2025 incentive agreement, as reported (Sentinel Colorado); no application filed.
  • Eight-building campus, Brighton. Rezoning confirmed by the city (Denver7); the site may lie in Weld County, outside the boundary.
  • CoreSite DE3, Denver. A second- and third-story data center build-out with new cooling (city record); no power figure, so not counted. QTS DEN1's DC3 fit-out (city record) and build-out (city record) state none either.
  • Centersquare DEN2, Douglas County. A chiller, generator and IT equipment plan (county record) and a $34 million tenant finish (county record) at an operating data center; neither states a power figure.
  • Earlier build-outs with no power figure. QTS DEN1 DC2's six white boxes, 2025 (city record); 12396 Grant St, Thornton, 2025, expired unissued (city record); a UPS and cooling addition at 4643 S Ulster St, Denver, 2026 (city record). Each is inside an existing data center and states no added power.
  • Iron Mountain DEN-1 COLO 5, Denver. Fire records name a build-out; the tenant finish permit (city record) states no scope.
  • Novva, 650 Sybilla Lane, Colorado Springs. Growth to 30 MW, announced in 2021 (DCD); no application for new space found.
  • Utility power requests, Colorado Springs, reported by the Pikes Peak Bulletin: 12710 Voyager Parkway, 50 MW; 1575 West Garden of the Gods Road, 90 MW, on the Project Taurus campus; Peak Innovation Park and the airport area, four requests, 60 to 500 MW; an existing customer, 72 MW. Operators and filings unconfirmed.
Coverage and method

Boundary. Denver metro: Denver, Arapahoe, Adams, Douglas, Jefferson and Broomfield counties. Boulder and Weld counties are separate metropolitan areas; Lochbuie is outside. Colorado Springs: El Paso and Teller counties.

Records read. Denver metro: Aurora building permits, development cases and its development portal's project list by data center wording and QTS; Denver, Douglas County, Thornton, Centennial and unincorporated Adams County permits and planning records at known data center addresses or by wording, all partial. Searched, no data center case since 2025: Jefferson County, Littleton, Westminster, Lakewood, Lone Tree. Not collected: Parker, Brighton, Commerce City, Broomfield, Castle Rock, Englewood, Greenwood Village, unincorporated Arapahoe. Colorado Springs: planning cases and City Council, Planning Commission and Utilities Board records by wording and at known addresses; building permits (regional building department) are not in the record; no applications were identified in the other El Paso and Teller towns. Moratorium records: Denver, Jefferson County, Broomfield, Commerce City, Thornton, Monument, Palmer Lake, Woodland Park. State: Air Pollution Control Division generator permits for data centers in the eight counties, listed and never counted; the Public Utilities Commission's large-load tariff case. These sources cover all seven quarters, Q1 2025 to Q3 2026, alike.

What is counted. Only permitting that adds data center buildings or capacity: new buildings and the jobs filed for them, planning cases for new data center sites, and, inside a data center already permitted, work whose filing states added power with a figure. Cooling or build-out work there with no power figure does not count, nor do replacements, repairs, renovations, fire and life-safety work, renewals and amendments; QTS's 3 MW liquid-cooling conversion converts a hall already in use. Aurora's two 2026 site plans not yet accepted count as planning cases: both were reported in the city portal before 1 October. Aerotropolis is dated 11 August, the submission date on its documents in the record; TEL01, with none, by its application number, 25 September, which the city issues in one sequence with its permits. Each record reads an application date of 12 October. A site is one address or one campus and counts once in a quarter in which it files, however many permits it files. A project is one piece of work however many records it has, dated by its first filing.

Certificates of occupancy. One since January 2025 at a data center address in the record: Denver's temporary certificate for the CoreSite DE3 building, 2026-OCCUPANCY-0000577, finaled 13 August 2026, a month before its data center build-out permits were filed. A certificate marks a building finished, never capacity available.
