What happened this quarter
Six buildings at Cedar Creek, none in the City of Austin
Four sites filed to add data center capacity this quarter, none inside Austin's city limits. Eight new data center buildings were registered with the state, six on FM 535 at Cedar Creek in Bastrop County. Burr Computer Environment registered four at 6402 and 6682, which county appraisal records put in one 951-acre campus, as Community Impact reported, and Uppingham Adams Holdings two on a second campus at 6543. The registrations name owners, not an operator, though Community Impact and DCD tie the land to EdgeConneX (news coverage). A registration is a state construction filing, not a local permit. Bastrop County's own permits are not in this record.
Colovore and a fourth Skybox building in Hutto
The other two buildings are in Hutto, east of Round Rock in Williamson County. Colovore Austin 1, LLC registered a 192,694 square foot data center at 2401 Innovation Boulevard on 2 September, and on 30 September Hutto Data Center Campus, LLC registered Skybox's fourth Hutto building at 3399 County Road 132, a core and shell of about 844,300 square feet for future data center use. Hutto's own permits are not in this record, and the outcomes of its September votes on a 140-acre rezoning and data center building standards are not posted.
Nothing new in the City of Austin
No City of Austin permit or plan review naming a data center was filed this quarter. The last, a February change of use making floors of the former 3M campus at 6801 River Place Boulevard a data center, had its plan review issued on 7 May and its building permits from 11 May. SB Energy's IPO registration puts its Cosmos Technology Campus, which Four Points News tied to this site (news coverage), at about 50 MW, a company figure.
Local votes and a state pause
Three local bodies voted on data centers this quarter: Caldwell County paused new tax abatements for large data centers on 13 August (minutes), Taylor's planning commission tabled a 664-acre campus on 18 August (files), and Austin's council voted 11-0 on 27 August (minutes) to draft rules, with the City Manager reporting before approving any project over 20 MW until then (resolution). Travis County Commissioner Brigid Shea told the Austin Free Press that lacking a say over development "puts counties in an impossible position" (news coverage). On 21 September Governor Greg Abbott ordered a halt to state environmental permits for data centers pending grid and water audits.

What to watch
- 8 October 2026: Taylor's council votes on a development agreement for Taylor Technology Campus, formerly Project Mustang, which the city says would move its annexation and development forward.
- 19 October 2026: the Texas Commission on Environmental Quality reports to the Governor on its data center permit pause, under the 21 September directive, which sets no end date. It does not reach the registrations and permits counted here, so the buildings stay on file, but it holds the agency's air and water permits (San Antonio Current), among them the air permits a campus needs for backup generators, so expect delays rather than cancellations.
- By 26 October 2026: Austin's City Manager owes council an update on data center rules, 60 days after the 27 August vote.

- Pacifico Energy and Black Chamber Partners, Earl Callahan Road, Cedar Creek. About 2,800 acres with a gas plant, abatement requests withdrawn in August, state stormwater coverage since July and an air registration pending (Elgin Courier, KVUE, state registry). No state record names a data center.

- Skybox Old Settlers, Round Rock. Rezoned in February 2026 under a plan asking to allow a data center, with no permit in Round Rock's reports through August (Round Rock council). A planning case with no filing date on record.
- Prominent Property Group, Jarrell. A 150.92-acre tract annexed and zoned light industrial in October 2025 and given a preliminary plat in February 2026, which the press ties to a 200 MW data center (October minutes, February minutes, DCD, KXAN). The city's records do not name a data center.
- Project Mockingbird and two more, Mustang Ridge. Cielo Digital's proposed data center in the city's Caldwell County part, discussed in closed session in September 2025, and two more projects with data centers at August 2026 workshops (minutes, 4 August, 17 August). No action recorded and no state registration.
- Tesla Cortex 2.0, Giga Texas, Travis County. An AI training cluster Tesla calls online, with county fire permits for data halls 6 to 9, an extension filed in the quarter and a 46,400 square foot building registered with the state on 25 August (Tesla update, data halls, extension, registration). What is counted. Only work that adds data center buildings or capacity: new buildings, a change of use to a data center and, at a data center already on file, work stating added power with a figure. A new building or site naming a data center counts without a stated capacity, and power work not naming one counts only above 1 MW. Replacements, repairs, renovations, offices, renewals and amendments do not count. Planning cases in Taylor, Round Rock, Hutto and Jarrell are described but not counted, since their council records give no filing date.
Counting. A site is one address or one campus and counts once in a quarter however many jobs it files. Burr's four FM 535 buildings this quarter are one site, at two addresses that county appraisal records put in one campus, as Community Impact reported, and Uppingham's two at 6543 are another. A project is dated by its first application or registration. No counted record states megawatts.
