is the figure written on Edged's permit filing for Outpost Building 2 in Fort Worth, filed 3 August 2026 and not yet issued. It is one of two new data center buildings filed in the cities we track this quarter. A filing is not space anyone can lease.

Fort Worth filed both of the quarter's new data center buildings, and the biggest numbers elsewhere are approvals and declared values, not space anyone can lease.

What the Q3 records show

  1. Two new data center buildings were filed in Fort Worth. Edged filed Outpost Building 2 on 3 August: 488,628 square feet, with 196 MW written on the filing and $300 million declared. On 25 September ADL Development filed a 156,866-square-foot data center at 14460 Heritage Parkway for DFW SPE 2 LLC, declaring $500 million. Edged's permit had not been issued by the end of the quarter. The Heritage Parkway permit was issued on 29 September.
  2. DallasNow adds a $900 million approval to the Q3 ledger. Dallas issued the Equinix new-construction record on 26 August. On 31 August Fort Worth issued Edged's Outpost Building 1 shell, declared at $300 million, and Irving issued "Edge (Data Center)" at 300 N Loop 12, declared at $350 million. These declared values are not added together.
  3. A 395.7-acre rezoning for data center use is before Midlothian. The case at 3033 Waterworks Rd was filed on 13 July and goes to council on 13 October 2026. It is a zoning request, not a building permit.

Fort Worth also saw site work at the ACS data center campus at 10200 Hicks Field Rd: a substation, a retaining wall and a $2.4 million perimeter fence. Tarrant County College filed a $2.0 million data center upgrade at its Trinity River campus.

Building permits from Dallas, Fort Worth, Irving, Denton and Collin County and planning cases from seven more cities, with sources added during 2025 and 2026. Garland and Mesquite building permits are not in the record, and Richardson, Mansfield and Lancaster cases carry no filing date, so they sit in no quarter. Q3 2026 is provisional.

State air permits for DFW data centers

A data center needs a Texas Commission on Environmental Quality (TCEQ) air permit before it can run its backup generators. That permit often shows a building before the city's permits do. Flexential, Aligned, DataBank, T5 and QTS all appear here, and none of them filed a building permit in the quarter under a name we search for.

Dallas CAD appraisal inventory (Irving + Garland)

Dallas Central Appraisal District labels these buildings COMPUTER DATA CENTER on the public roll. This is an inventory spine for campuses in Irving and Garland where city building feeds are thin or blocked. It is not a permit filing, not an issue date, and not counted in the quarterly application table above. Year built is quoted from the roll only.

This table is inventory, not a permit application count. 16 building rows on the roll (8 Irving, 8 Garland). These rows are not counted in the quarterly permit table above.

Buildings certified as finished

None of these jurisdictions has recorded a certificate of occupancy at an address that carries a data center permit. A certificate marks a building or tenant space being finished, never capacity being available.

What it means for a buyer

  • Fort Worth leads the covered municipal filings. DallasNow adds an office and support alteration in Dallas, while separate state registrations document work in Garland, Lewisville and Irving. Those state records broaden the picture but cannot replace the missing city permit registers.
  • A building permit is not available space. It records that work was filed or issued. Whether any of that capacity is uncommitted is a question only the operator can answer.
  • Planning comes before permits and proves less. A zoning case or a site plan shows that someone wants to build. It does not show construction, and it says nothing about megawatts a customer could sign for.
  • The appraisal roll is inventory, not activity. The Irving and Garland buildings above are on the tax roll. They do not move any count in the quarterly table.

What to watch next

  • 13 October 2026: Midlothian's council hearing on the 395.7-acre data center rezoning at 3033 Waterworks Rd.
  • Fort Worth's issue date for Edged's Outpost Building 2, still in review at the end of the quarter. The Heritage Parkway building's permit was issued on 29 September.
  • Complete municipal exports, especially for Garland and Mesquite, plus the Dallas archive-to-DallasNow transition. State registrations identify projects to reconcile against those exports. They do not establish full metro permit coverage.

Coverage and cutoff

This report combines municipal permit and planning records with a separate state construction-registration search across the eleven DFW metro counties. It remains provisional: city permit coverage is incomplete, and a state registration cannot fill a missing municipal permit count.

  • Municipal building and development records: Fort Worth, Irving, and Plano, Allen and McKinney in Collin County. Dallas now includes the city's DallasNow submitted and issued exports for all council districts, searched from 1 April 2025. Those exports cover commercial new construction and alteration/addition records. Separate trade, fire and planning records are not included. The older Dallas GIS archive is retained for historical context. The transition between the archive and DallasNow has not been reconciled, so the comparison period is not a continuous city history.
  • Planning and zoning cases: Denton, Irving, Richardson, Mansfield, Midlothian, Red Oak and Lancaster. These are listed as planning cases so they are never mistaken for construction. Richardson's seven site plans and replats, Mansfield's one case and Lancaster's two zoning rows carry no filing date, so they sit in the undated count rather than in a quarter.
  • State air permits: DFW-area TCEQ searches screened against the eleven metro counties, kept only when the state's facility name identifies a data center or its operator.
  • Appraisal roll: Dallas Central Appraisal District buildings classed as computer data centers in Irving and Garland. This is inventory, shown in its own table, and never counted as a filing.
  • State construction registrations: TDLR accessibility records, searched by project and facility wording and known operator owners in Collin, Dallas, Denton, Ellis, Hunt, Johnson, Kaufman, Parker, Rockwall, Tarrant and Wise counties. Each accepted record is checked against its published construction scope and location. Registrations are shown separately below. They are not added to municipal application or approval counts.
  • Remaining gaps: Garland and Mesquite building permits, building-permit registers in cities currently represented only by planning cases, and other municipal authorities not named above. Allen's current development-project list and Irving's development activity are partial source types. Keyword searches can miss unnamed or coded projects. Missing records and missing dates are not treated as zero activity.
  • Collection cutoff: DallasNow and TDLR exports through 29 September 2026. Other covered feeds refreshed on 30 September.

Sources and revisions

Every row links to the public record it came from. Some Plano, Allen and McKinney links open the city's published layer rather than a single permit, because that is all the city file provides. Counts are generated from those records. When this edition is finalised its figures are frozen: a later correction is added below with its date and reason, and the original figure stays visible.
