Q3 2026 Market Report / Pittsburgh

Three data center sites were filed around Pittsburgh in Q3, as at least 20 local governments passed data center rules

Data center filings and local government actions in the eight counties of the Pittsburgh metro, from the public records of the authorities searched. Authorities without a searchable record are unknown, not zero.

Interim edition, from the records of the Allegheny, Beaver, Butler, Lawrence, Washington and Westmoreland county governments and planning bodies, the municipalities where data center plans were filed or rules adopted, and Pennsylvania DEP and Bulletin records. See coverage and method.

3

sites filed to add data center capacity in Q3 in the records reviewed: Switch's campus in Big Beaver and Aligned's Phase 2 in Shippingport, both in Beaver County, and Misty Hollow in Forward Township, Butler County. The metro-wide total is unknown.

20+

local governments passed data center rules in Q3 in the records reviewed: zoning ordinances, moratoria and findings that their zoning was invalid for data centers, and Allegheny County Council's limit on county-owned land, which awaits the county executive's signature.

Developers filed for data center campuses on a former race track, a former power plant site and open land north of Pittsburgh in Q3, while at least 20 local governments, Allegheny County among them, passed data center rules of their own.

Map of the Pittsburgh area. Dark markers show the three sites filed in Q3: Switch on the former race complex in Big Beaver, Aligned Phase 2 in Shippingport and Misty Hollow in Forward Township. Lighter markers show Springdale, Starpointe in Hanover Township and Powder Mill Works in Lawrence County, filed in earlier quarters. Pause markers show where Big Beaver, Center, Lancaster, Buffalo, Cecil, Franklin and Marianna declared their data center zoning invalid or began a curative amendment, and where Charleroi and Connoquenessing adopted moratoria, in the quarter. Locations are approximate.
A filing is not available space. Marks are approximate locations taken from the addresses and roads in each record. Download the map (PNG). Reporters may republish the map with credit to Colocation Scout and a link to this page.
Operating facilities on the map (19)

The small hollow grey dots are data centers listed in the public PeeringDB facility list, each linked to its record. Listings marked closed are left off. A listed building is in no count on this page.

What happened this quarter

Three sites filed to add capacity, two of them in Beaver County

Three sites filed to add data center capacity in the Q3 records reviewed. On July 7 Big Beaver Borough received Switch's plan for three data center buildings of 215,750 square feet each on about 384 acres of the former Pittsburgh International Race Complex. Downriver in Shippingport, Aligned's Phase 2 plans reached the borough engineer in mid-August and won approval on September 21, contingent on other agencies' permits. North of the city, 614 Prospect Road LLC signed an application on August 24 for a data center with a 1,000,000 square foot footprint and 300 MW of on-site generation on 274 acres in Forward Township. None of the three states a data center load. The metro-wide total is unknown.

At least 20 local governments passed data center rules

At least 20 local governments passed data center rules in Q3 in the records reviewed, from zoning ordinances to moratoria, findings that their zoning was invalid for data centers and a limit on county land. Allegheny County Council voted 14-0 on September 22 to bar data centers of 25 MW or more from county-owned parcels and buildings, and the record shows the ordinance awaiting the county executive's signature. Seven were in Washington County and five in Butler County. Charleroi adopted a 180-day moratorium and Connoquenessing a 90-day one. Big Beaver started a curative amendment on August 4, four weeks after Switch filed there.

Earlier projects moved through review, and one was turned away

Allegheny County, which reviews land development in Springdale, found the Springdale data center's preliminary plan deficient in a September 16 letter, citing at-grade diesel generators, contamination and the lack of authority over a Duquesne Light substation parcel. The borough approved the project's conditional use in December 2025. Hanover Township's hearings on Prime Data Centers' Starpointe campus were continued in August without a decision on the record. Mahoning Township found the Powder Mill Works plan insufficient in June, and the zoning boards in North Beaver and Mahoning denied the developer's appeals in September, the New Castle News reported. Upper Burrell approved TECfusions' Building J on August 5 as upgrades to an existing building, with no added power stated.

A state order ties large data center permits to local approval

Governor Shapiro's Executive Order 2026-05, signed August 18, covers data centers with peak demand over 25 MW. For an applicant without the state's template consent agreement, the environment department does not begin review until local approvals are documented. That puts more weight on the township and borough decisions above. In Elizabeth Township, the commissioners' president told the September 14 meeting that the township had been approached about a data center. A developer presented at an October 13 town hall, and no plan is on the township's record.

Total, 3 sites1,647,2502 of 3 sitesTBATBA

Each site's figures are what its record states. TBA marks a figure the record does not state yet. Estimated cost, as filed, is the filers' own unverified figure, not total project spend, and none of the three records enters one. Square feet adds Switch's gross floor area to Misty Hollow's data center footprint, as each record states it. Misty Hollow's 300 MW is on-site generating capacity, not a data center load, so there is no megawatt total.

Sites filing to add data center capacity, by quarter

A site counts once in a quarter however many permits it files. Few county planning agencies around Pittsburgh post their plan reviews, and many of the 487 municipalities post no records at all, so a quarter can be missing a site and the quarters do not compare. Q3 2026 is provisional.

Earlier quarters, from the records we have

These counts come from the records we could search for each quarter. Some sources only start partway through, so read them as what the records show, not as a trend.

Dates are the date each record gives for a filing: a borough receipt date, an applicant's signed application, or the first meeting at which a plan is recorded as on file. A site is listed in the quarter of each new filing for data center buildings or a planning case for the site. A later approval of the same filing is a decision, not a new filing. The Beaver County Planning Commission also reviewed Aligned's Phase 1 plan in 2025, in a month its annual report does not give, so that plan sits in no quarter.

What to watch next

Reported

These proposals appear in public records or news coverage, but none has a dated filing for the site on the record in the seven quarters through September.

  • Henderson Road, Elizabeth Township. PublicSource reported a campus of up to 28 buildings on 549 acres with about 1 GW of gas-fired power, from a developer's emails. The township's records show the approach in September and a town hall on October 13, and no filing.
  • Saadia Holdings, Union Township, Lawrence County. WFMJ reported a conditional use application for a 135,000 square foot data center, discussed with the planning commission on September 21. No township record of the filing is posted.
  • Fezzik Energy, Midland Borough. The state's data center permit register lists a proposed data center with no applications received.
  • Zediker Station, South Strabane Township. The state register lists a proposed CNX data center with no applications. CNX told the supervisors on January 27, 2026 that no project is proposed.
  • Near Gans, Springhill Township. The Herald-Standard reported that Nadara is exploring an 830-acre site that could house a data center. No filing is on the record.
  • 71 Woodlawn Road, Aliquippa. A February 2025 legal notice records a preliminary opinion that a data center with on-site gas generation is a permitted use on 27.82 acres. The council vote on it is not on the posted record, and no plan has followed.

It is listed in the quarter of each new filing for data center buildings or a planning case for the site: a conditional use, a land development plan, a rezoning for the project or a curative amendment. A later approval of the same filing is a decision, not a new filing. Aligned's Phase 2 plans are a new filing for the Shippingport campus.

Work at an existing data center is listed as a site only when its record states new power with a rating. TECfusions' Building J states none and is listed separately. Repairs, replacements, renewals and power work whose record names no data center are left out. A planning commission review, an agenda item or a presentation is not an approval, and draft minutes are labelled as drafts.

Pennsylvania municipalities run their own zoning, and many post their minutes late or not at all. Four of the eight counties publish no list of their planning reviews, so the municipal records stand in for them. A blank in the municipal rows is unknown, not zero.

No permit or plan here shows that space is available to lease.

Sources and revisions

Every figure links to the public record it came from: a county or municipal record, a land development application, a state permit record or a Pennsylvania Bulletin notice. News coverage is named as such and never stands in for a record.

This is a provisional interim edition. Its figures may change as authorities post more records, and later corrections will be listed here with the date and reason. Revisions: none yet.
