The quarter's one new building was filed only with the state, in unincorporated Medina County, and on 21 September the Governor halted the state environmental permits that campuses like it rely on.

What happened this quarter

CyrusOne registered the one new building, in Medina County

CyrusOne's SAT14A near Castroville was the only site on record in the eight counties to file to add data center capacity. It is the quarter's only new data center building, registered on 16 July (state registration) as one story and 460,000 square feet, estimated to start in January 2026. The registration names no data center or capacity, but its project is one: CyrusOne describes a data center campus on US 90 there (CyrusOne), and in 2025 Medina County designated a reinvestment zone "intended for use as a data center by CyrusOne" (minutes). In August the state acknowledged CyrusOne's 174 emergency generators for its SAT14 site on the same road (acknowledgement, application).

Nothing new was filed with the City of San Antonio

No new data center building, data hall fit-out or capacity-adding power work was filed with the city this quarter, in permit records through 30 September, though a record that names no data center, operator or campus could be missed. The new buildings on file with the city were all filed earlier. Vantage's TX22 on Rogers Road was registered with the state in October 2025 and received its city building permit in June, and two buildings for Amazon, AWS's Bitter Blue on Donop Road and COPT's Building B at Potranco, were registered in March and have city plan applications but no permit yet. Ten of the twelve projects in the record since January 2025 are for Vantage, Amazon or Microsoft.

Texas halted state environmental permits for data centers

On 21 September Governor Abbott directed the Texas Commission on Environmental Quality to "halt all permits sought by data centers" until ERCOT completes its audit (directive). The agency's records in the eight counties show what that can reach: emergency generators such as CyrusOne's, and on-site power plants such as the 206 natural gas engines, 518.7 MW in all, it permitted in January for Misae Gas Power to support data center operations near Stockdale in Wilson County (permit, technical review).

Two local actions, and no pause in San Antonio or New Braunfels

Fair Oaks Ranch's council adopted code amendments 7-0 on 17 September (minutes), allowing data centers only in its Logistics Zone, by special use permit (amendments), and Medina County and Microsoft ended a 2021 incentive agreement effective 12 August (agreement), which does not by itself cancel Microsoft's registered buildings. San Antonio's council discussed a moratorium on 25 August and took no vote (city release), and in news coverage KSAT and TPR reported a draft keeping data centers to industrial and commercial districts, 500 feet from homes and schools. A day earlier New Braunfels's mayor narrowed his direction to staff from a moratorium to rules reclassifying data centers, with no action taken (minutes).

A site counts once in a quarter however many permits it files. The count draws on state registrations across the eight counties, City of San Antonio permits that name a data center, its operator or campus, and state permits for power plants that say they serve a data center. The city publishes a 2025 application only once issued, so the 2025 bars are minimums. Other cities' permits are only partly in the record.

What to watch

  • 8 October 2026: the Public Utility Commission's rule for connecting large loads to the grid takes effect (commission record).
  • 19 October 2026: the environmental agency reports to the Governor on the data center permit halt, which sets no end date (directive). It does not touch SAT14A's state registration or Misae's permit, issued in January. What it holds are the agency's air and water permits for projects still waiting (San Antonio Current), among them air permits for backup generators, so expect delays rather than cancellations.
  • 29 October 2026: San Antonio City Council considers its data center zoning amendments, after a council briefing on 14 October and the Zoning Commission on 20 October (city page).

Texas Commission on Environmental Quality air authorizations in the eight counties since January 2025, limited to those whose facility or operator name identifies a data center. One falls in Q3 2026.   • CloudHQ SAT campus, western Bexar County. On CloudHQ's campus page. A 2022 city tree permit for underbrush clearing names CloudHQ at 15355 Lambda Drive (city record), and no building filing was found.
  • Rowan's Cinco campus, Medina County. A replat of a lot in the Rowan Cinco subdivision on County Road 683, approved in February 2026 (minutes), and a project page, with no building registration.
  • Rowan's Project Pirate, Medina County. About 340 acres on Rowan's project page, with no filing.
  • Microsoft SAT82, Medina County. Registered in July 2024 (registration) and in December 2025 at another address (registration). The records do not show whether the second replaces the first.
  • Stream Data Centers, 11203 W Military Drive. Registered in 2023 as 40 MW (registration), with 175 emergency generators registered with the state in January 2025 (acknowledgement, application). No later building phase is on record.
  • Black Mountain Power, southern Bexar County. A 432-acre purchase reported by DCD, with no filing.
  • Vantage Rogers Road stationary power. Six generator and electrical house permits issued to VoltaGrid in May 2026 (city record), with no rating, and permanence not shown.
  • Fit-outs with no power figure. Vantage TX21 on Rogers Road, 2025 (city record, registration), and the COPT building for Amazon at Potranco, 2026 (registration). Both are inside buildings already on record.
  • QTS San Antonio III, western Bexar County. Only the 2021 SAT2-DC1 registration, and no later phase found.
  • AWS LBB120 Horizon Junction, Medina County near Lytle. No filing, county record or Amazon statement.
  • Microsoft SAT91, Medina County. No registration or county record under that name.
  • CloudBurst, Guadalupe and Comal counties. Guadalupe County agreements of April 2026 (minutes). Near New Braunfels the state acknowledged a CloudBurst engine registration in October 2025 (air record), and a separate air application describes gas engines for on-site data center power (summary) with no rating. The record does not show whether the two counties' sites are one campus, and there is no building filing.
  • Data center on FM 1101, New Braunfels. A pre-development meeting request, DVS26-669, filed 24 June 2026 (city records, search DVS26-669). The developer is not named.
  • Registered before 2025, status not in the records. CyrusOne SAT 8 and 9 on Omicron Drive (registration), Microsoft SAT16 and SAT17 on Westover Link (first, second), Microsoft SAT81 in Medina County (registration) and an American Tower data center on New Highway 90 West (registration).
  • AI data center near Comfort, Kendall County. A March 2025 discussion in a regional summary (packet), with developer and site unconfirmed.
  • Unnamed developer, Atascosa County. The county could not confirm a reported proposal (release).
Coverage and method

Boundary. The San Antonio-New Braunfels metropolitan area as defined in OMB Bulletin 23-01: Bexar, Comal, Guadalupe, Medina, Atascosa, Wilson, Kendall and Bandera counties. Hays and Travis belong to the Austin metro (our Austin coverage). CloudBurst's San Marcos campus straddles Guadalupe and Hays, so only its records inside the eight counties are listed.

Records read. State construction registrations in all eight counties, by project name and by data center owner. City of San Antonio permit applications for 2026 and permits issued since January 2025, through 30 September, which are partial because a 2025 application not yet issued is not published and a record naming no data center, operator or campus is missed. New Braunfels and Converse permit records for all seven quarters, which show no data center building filing. The state's air authorizations whose facility or operator name identifies a data center. Commissioners court agendas and minutes in all eight counties, Guadalupe and Atascosa in part, and council records in San Antonio, New Braunfels and Fair Oaks Ranch. Other cities' permits are not in the record, and Guadalupe's and Kendall's county permit portals require an account.

What is counted. Filings that add data center buildings or capacity: new buildings and the jobs filed for them, and, inside a data center already on record, work whose filing states added power with a figure, such as Vantage's 32 MW and 96 MW fit-outs. A power plant counts when its permit states its rating and that it serves a data center, as Misae's does. Emergency generators, fit-outs with no power figure, replacements, repairs, renovations, offices, fire and life-safety work, temporary power and renewals do not.

Counting. A site is one address or one campus, counted once in a quarter in which it files, however many filings it makes, so Vantage's Omicron Drive buildings are one campus and its Rogers Road buildings another. A project is dated by its own first filing, state or city, and its site, foundation and temporary power permits belong to it. Megawatts are quoted as the record states them and never summed.

Kinds of filing. A state construction registration is an accessibility filing, not a permit to build, and its dates and costs are the registrant's estimates. A state air permit governs emissions, not construction. A city permit is the city's approval to build.
