Greater Los Angeles data center permits, Q3 2026: no new capacity filed, and Vernon's utility stopped taking data center power requests.

What was filed to build data center space around Los Angeles in the third quarter of 2026, and the limits that spread with it. Every figure links to its public record.

local governments adopted new limits on their own records: a 45-day moratorium in Commerce, whose extension has no recorded outcome, a moratorium in Palm Springs, bans in Irwindale and Coachella, and the county planning director's bar on large-scale data centers in unincorporated areas.

The one new data center building in these records got its permit in Vernon, a $156 million project filed in September 2025, while five local governments adopted new limits and Vernon's utility says it is not taking new data center power requests.

What happened this quarter

No site filed to add capacity

No site filed to add data center capacity in the records this report covers. In Redondo Beach a record dated 28 August adds two computer room air conditioning units to an existing data center on Redondo Beach Avenue. In Los Angeles an express electrical permit for 24 power panels in a data hall at 200 East Bauchet Street was issued on 1 July. The city publishes no separate filing date for express permits, so the issue date is treated as the filing date. Neither states added power, so both are noted, not counted. A Los Angeles project filed in April got its permit for more IT power at 1501 West Francisco Street on 8 September. It states no added power either, so it is noted, not counted.

Vernon permitted the quarter's one new building

On 13 July Vernon issued the building permit for a new data center at 4300 South Alameda Street, recording a valuation of $156,354,270 (July permit report, page 96). It was applied for in September 2025. No new data center building was filed in the quarter. Trade permits followed in July and a substation-site grading permit in August (August report). The permits name no operator. A county flood control permit on the parcel is labelled CoreSite LA5. On 23 July the city also issued a demolition permit at 4400 Pacific Boulevard for a new data center development. No building permit is on record. Digital Realty bought that site in 2025, Bisnow reported (news).

Five governments adopted new limits

Commerce adopted a 45-day moratorium on 11 August. It ran to 25 September, and the city records no outcome of the 22 September extension hearing. On 26 August Palm Springs adopted a moratorium and Coachella banned data centers citywide, both 5-0. Irwindale adopted a citywide ban on 9 September. On 17 September Los Angeles County's planning director barred large-scale data centers in unincorporated areas until the zoning code is amended, as a 6 October county motion records. In all, five local governments adopted new limits on data centers on their own records. A Los Angeles council motion on a moratorium above 100 MW has not been voted on. A moratorium stops new approvals, not a building already running.

Vernon's utility paused new requests, and the state acted

Vernon Public Utilities says it is not processing new data center capacity or expansion requests until further notice. The notice is undated. On 5 August the state Energy Commission began an environmental impact report on 99 MW of backup generators for two Goodman Energy Park data center buildings in Vernon, applied for in February 2025. On 21 September the Governor signed seven data center bills, CalMatters reported (news). Two from the Legislature's records: SB 887 ends categorical exemptions from environmental review for data centers, and AB 2469 requires water information before a city or county permits one.

What to watch

  • 6 October 2026: the Board of Supervisors sent a motion to write a large-scale data center prohibition into the county zoning code back to Supervisor Solis's office without adopting it, Voice of Black LA reported (news). The planning director's bar stays in place.
  • 3 November 2026: Alhambra voters decide Measure DB, which would let only voters lift the city's data center ban.
  • No date set: Commerce's outcome on its moratorium extension and citywide ban, Vernon's September permit report, and the draft environmental report on the Goodman Energy Park generators.

Air permits and the state power plant filing (none in Q3 2026)

South Coast air district equipment records for CoreSite and Equinix facilities show no application or permit dated in Q3 2026. Other operators and other air districts were not read, so this is not a finding that none was filed.

The Energy Commission docket holds GIC Vernon LLC's February 2025 application for 40 diesel generators, 38 of 3 MW and two of 1 MW, for two Goodman Energy Park data center buildings in Vernon. The 5 August 2026 notice opened the environmental impact report. A state filing, in no count.

Projects reported in the press or by the operator, with no record saying they build a data center. None of these is in the counts above.

  • DataBank, 3094 East Vernon Avenue, Vernon. A 32 MW data center with Goodman, as the operator announced in April 2026. No Vernon permit names it.
  • 2301 West 120th Street, Hawthorne. Two city filings describe a 4,200 square foot telecom space for new IT racks. Neither calls it a data center.
  • Elsinore Heights Industrial Project, Lake Elsinore. The city's February 2026 notice describes an option with a data center building on 61 acres. No later filing is on record.
  • Puente Hills Mall redevelopment, City of Industry. Proposed as part of the mall's redevelopment, CALÓ News reported (news). No application or site record is public.

"Reviewed" ranges from a full quarter of a city's permit data to one address or one month of reports. In the other 157 jurisdictions no permit register was read, which is no finding that nothing was filed there.

Records read. Los Angeles: the city's building, electrical and mechanical permit datasets, every filing since 1 January 2025 whose description says data center or data hall. Vernon: the July and August 2026 permit reports, scanned council packet pages, so a filing appears only once a permit is issued. Redondo Beach: the portal's records at one address. Council and county records for the governments in the timeline, state environmental notices for the five counties, and the Energy Commission's Vernon docket. The other cities in the table held no qualifying filing. Certificates of occupancy were not read.

What is counted. Only permitting that adds data center buildings or capacity. A new building or data room counts without a stated capacity. Work at an existing data center counts only when its record states added power with a figure, and is otherwise listed as noted, not counted. Power work that does not name a data center counts only above 1 MW with the data center it serves on record. Replacements, repairs, renewals, amendments, voided filings and work whose record does not name a data center are left out.

Counting. A site is one address or campus and counts once in a quarter it files to add buildings or capacity, however many permits it files. A project is one piece of work with its filings, dated by its first filing, or by the building's filing when a city numbers one building's jobs separately. Valuations are the city's figures, never added together. Generator megawatts are backup ratings, never space.

Every figure links to the public record it came from. Figures from Vernon's scanned reports are read off the page image. The counts are generated from the records. News coverage is named as news and never counted. When this edition is final its figures are frozen. A later correction is added here with its date and reason.
