Phoenix data center filings, Q3 2026: two new data center buildings, both in Mesa, and none found in Phoenix's permit records.

Q3 2026 filings to build data center space in the Mesa and Phoenix city records, and the decisions around them, each linked to its public record. Phoenix's records were searched by permit name, operator and address, so a filing under a codename could be missed.

Mesa's East Elliot Road drew both of the quarter's new data center buildings, while Phoenix showed no new filing in the records searched, issued permits for three buildings at Thistle Landing and let a fourth project skip its special permit rule.

What happened this quarter

Two new buildings on Mesa's East Elliot Road

Two sites filed to add data center capacity, both of them new buildings in Mesa. NTT filed PH6 on 31 July: "an additional Data Center building" on "a 244MW master planned site", built first as "a single 8 MW vault" with seven more to follow. Those are NTT's design figures, not connected power. On 20 August a 229,416 square foot data center was filed at 10437 East Elliot Road, near the site of the city's "AWS PHX 062" substation case, although the permit itself names no operator. Neither had been issued by the end of September.

No new Phoenix filing found, and three buildings permitted

Phoenix's permit records show no new data center building, hall or power work this quarter. They carry only a short permit name, so a filing under a codename at an unknown site could be missed. At 4801 East Thistle Landing Drive the city issued the building permit for building 5 on 2 July and the core and shell permit for buildings 1 and 2 on 17 July, both filed in earlier quarters. The records give no size or operator, but a county air application for the address describes a "data center campus using line power".

Phoenix waived its permit rule a fourth time, and Pinal County said no

Since July 2025 Phoenix has required a City Council special permit for any new data center. Owners can claim compensation under Arizona's property-rights law, and the city settles with waivers. On 1 July the Council waived it 8-1 for 5C Data Centers at 2802 West Palm Lane, its fourth waiver. A county air application for that address says "the facility will be a data center", though no city permit names one yet. On 26 August the Pinal County Board of Supervisors denied the La Osa rezoning, 2,394 acres for a data center, gas plant and batteries.

Beyond Mesa and Phoenix: a gas plant, rezonings and a Casa Grande campus

Near Waddell, the county approved a construction yard for Project Baccara on 30 September. It is a gas plant of about 700 MW that the Corporation Commission says will power a planned data center complex. Near Tonopah, county supervisors approved two industrial rezonings, Camelback Creek and Balterra, on 2 September. Their conditions set standards for data center uses, but no data center is filed there. In Casa Grande, outside the two cities counted here, a 954-acre data center campus with its own batteries and power generation filed for a conditional use permit on 13 August, and the planning commission approved it 6-1 on 1 October. On 3 August its council voted 7-0 to waive that permit rule for a separate 480-acre site, settling a property-rights claim (minutes). On 31 August Attorney General Kris Mayes called for a statewide pause on new data centers (azfamily, KTAR), and Governor Katie Hobbs declined (KJZZ, KOLD). Both are news coverage, not government actions.

TBA marks a figure the record does not state yet. Square feet are the data center area each permit's description states, and NTT's states none. Estimated cost, as filed, is the filers' own unverified figure, not total project spend, and neither Mesa record states one. NTT's filing gives a first vault of 8 MW on what it calls a 244 MW master planned site, a design figure rather than connected power, so megawatts are not totalled.

A site counts once in a quarter however many permits it files. Mesa and Phoenix city permit files only, searched the same way in every quarter. Goodyear, Avondale, Glendale, Chandler and the rest of the metro are not counted. Planning cases count one per case.

  • Fourth quarter 2026: whether Mesa issues the building permits for NTT's PH6 and the 10437 East Elliot Road building.
  • Fourth quarter 2026: whether 5C Data Centers, which holds a council waiver and a county air permit for 2802 West Palm Lane, files for a City of Phoenix building permit there.
  • Late 2026: the Corporation Commission's decision in Arizona Public Service's rate case (the commission's schedule).

What is counted. Filings that add data center buildings or capacity: new buildings, planning cases for new sites, and work inside an existing data center whose filing states added power with a figure. Repairs, replacements and fire, sign or office work are not.

Decisions. The figure counts official Phoenix, Mesa, Maricopa County and Pinal County actions that approve, waive or deny a named data center project. Casa Grande is a city outside those authorities, the same reason its Grande Valley filing is not counted.

Counting. A site (one address or campus) counts once in a quarter it files, a project is dated by its first filing, and a planning case counts once. Certificates of occupancy are not counted, which is not a finding that none were issued.
