Q3 2026 Market Report / Atlanta

Four Atlanta-area sites filed for data center campuses or buildings in Q3 as thirteen local governments paused new projects.

Microsoft and Thor Acquisition sent campuses to the state's regional review, DC Blox and Coweta's Project Peach filed for buildings, and thirteen local governments paused new data center applications.

Map of the Atlanta metro area. Planning markers show two campuses sent to the state's regional impact review in Q3 2026: the Kingston Technology Hub in Bartow County, filed September 4 and placed at the center of Kingston because its record gives a parcel number only, and Microsoft's ATL50 on Stonewall Tell Road, filed September 15. A permit marker shows the DC Blox ATL-2C building application on Farmer Road in Rockdale County, filed September 22, and a plans marker shows Project Peach construction drawings near Palmetto in Coweta County, filed September 30. Lighter markers show the DataBank campus in Cartersville and the Powers Ferry Place site in Marietta, both filed before the quarter and approved in it. Pause markers, two of them shared by a county and a city inside it, show the thirteen local governments that adopted or extended a data center moratorium in the quarter: DeKalb, Cobb, Cherokee, Paulding, Carroll, Rockdale, Morgan and Meriwether counties and the cities of Marietta, Roswell, Milton, Forest Park and Madison. Small grey dots are operating data centers from PeeringDB.
A filing is not available space. Marks are the street address on each record or, for Kingston, the town's center. A pause marker is a local government that adopted or extended a data center moratorium in the quarter. Download the map (PNG). Reporters may republish the map with credit to Colocation Scout and a link to this page.
Operating facilities on the map (42)

The small hollow grey dots are data centers listed in the public PeeringDB facility list, each linked to its record. Listings marked closed are left off. A listed building is in no count on this page.

What happened this quarter

Four sites filed for new campuses or buildings

Four sites filed for new data center campuses or buildings in Q3 in the records reviewed. Two entered the state's review of developments of regional impact, which every Georgia local government files for large projects. Union City filed Microsoft's ATL50 on September 15: two three-story buildings totalling 910,000 square feet on 88 acres off Stonewall Tell Road. Kingston filed the Kingston Technology Hub on September 4, one building of about 350,000 square feet on 559 acres. A third, Stillwater Technology Park in Lovejoy, about 3,465,000 square feet, was filed on July 22 and withdrawn on August 10. In Rockdale, DC Blox applied on September 22 for the shell of a further building on its Farmer Road campus. In Coweta, construction drawings for Project Peach, a campus rezoned in April 2025, were filed on September 30.

Two counties turned campuses down, two cities approved projects

Two county boards denied data center campuses. Douglas County's commissioners denied East Village Dothan, about 4.5 million square feet on some 700 acres near Villa Rica, by 4-1 on July 7, and Coweta's board denied LDO Coweta's five-building campus on Walt Sanders Road by 5-0 on August 25. DeKalb's commissioners denied 7-0 on August 13 a special land use permit for utility structures on Loveless Place in Ellenwood, a site its staff report describes as a one million square foot data center campus. Cartersville went the other way on September 3, rezoning DataBank's Industrial Park Road site by 6-0 after a June regional filing that states 200 MW of critical IT load. Marietta approved a data infrastructure use for part of a building at 1155 Powers Ferry Place on August 12. Rockdale heard the Project Rockforge campus on September 24, with no decision recorded in the quarter.

Thirteen local governments paused new projects

Thirteen local governments adopted or extended a data center moratorium in the quarter. DeKalb extended its pause in July, Cobb extended its own by up to 180 days, and Cherokee adopted a 30-day moratorium in July and a 180-day one in August. Marietta, Roswell, Milton, Paulding, Carroll, Rockdale, Forest Park, Meriwether, Morgan County and Madison also acted. Others wrote rules instead: South Fulton replaced its data center ordinance, Roswell, Dawson and Bartow adopted standards, and Chattahoochee Hills removed data processing from its zoning uses. Atlanta's council has held a proposed exception for a data center site in Adair Park in committee since July.

More data halls inside existing buildings, and a gas plant for a data center

No new data center building was filed in the City of Atlanta in Q3. The city's filings add data space inside existing buildings. An Edged application filed on August 20 would fit out data halls on two floors at 1968 Marietta Road, at an estimated $44,445,616 as filed, and filings at 55 Marietta Street in July and September would convert office floors to data facilities. In Newton County, the state issued an air permit on September 18 for a 90 MW gas-fired plant on Hazelbrand Road that the permit says will supply prime power to a nearby Serverfarm facility. Two days earlier the state had settled with its developer, VoltaGrid, over engines installed before a permit.

Sites filing to add data center capacity, by quarter

A site counts once in a quarter however many permits it files. The counts come from the state's regional impact register, which covers every local government in the 29 counties but only projects above its size thresholds, from building permits in the City of Atlanta and the Gwinnett, Clayton, Rockdale and Newton registers, and from local planning applications that carry a filing date. Many cities and counties publish no searchable permit register, so a quarter can be missing a filing.

Earlier quarters, from the records we have

These counts come from the records we could search for each quarter. Some sources only start partway through, so read them as what the records show, not as a trend.

A site is one address or campus, listed in the quarter its record shows a filing to add data center buildings: a regional impact filing, rezoning or other planning application for a new campus, or a permit for a new building. Work inside an existing data center building is listed with the power it states. A filing later withdrawn or terminated is listed in the records but not in the quarterly counts.

Since December 15, 2025, the state register covers data centers above 300,000 square feet or 200 acres in the Atlanta Regional Commission's area and above 500,000 square feet or 200 acres elsewhere, so smaller projects can be missing.

This is not a census of every local permit. A filing does not establish construction, and a permit is never available space.

Sources and revisions

Every figure links to the public record it came from: a regional impact filing, a building permit, a zoning case, a board or council record, or a state permit. News coverage is named as news and never stands in for a record. This edition is final. Its figures change only by a dated correction. A correction will name the record it changes.

Colocation Scout is run by a wholesale and colocation consulting company. The permit data is public and every row links to its filing. How we publish these reports.

Revisions: none yet. Edition status: final.
