What happened this quarter
One new site: a nine-building campus in Coal City
One new data center site was filed in the records reviewed for Q3. On July 24 Aligned Data Centers filed a planned unit development application for about 320 acres at Reed and Carbon Hill roads in Coal City, in Grundy County, with an annexation of 5 more acres. A utility memo filed with it describes nine data center buildings of about 3.2 million square feet and a 30-acre ComEd substation. The records state no power figure. The village had approved an annexation agreement and I-1 zoning for 80 acres of the site in February for "a potential data center", and a review committee began meeting in August. No public hearing has been set.
Chicago's mayor proposes a one-year pause
On September 23 Mayor Brandon Johnson introduced an ordinance that would stop city permits and approvals for new or expanded data centers for one year, except projects whose building permit was already issued. It went to committee without a vote. Aldermen introduced a six-month pause on zoning applications, a rule requiring a planned development for every data center and a 40th Ward advisory referendum the same day. The council passed, 50-0, an ordinance bringing buildings with data centers into energy benchmarking. The city's issued-permit records show no new data center building filed in Q3, though applications still in review do not appear there.
West Chicago, Lake County and Romeoville adopt moratoria
West Chicago, Lake County and Romeoville adopted moratoria. West Chicago adopted a 180-day pause on new data centers and battery storage on July 20, and the Lake County Board a pause for unincorporated areas on September 8, running to May 2027. On September 16 Romeoville extended an existing moratorium to data centers for 36 months. South Elgin's board resolved on August 17 that it intends to deny annexation of land for a data center proposed by Whiterose Partners, and its plan commission backed a 12-month moratorium. Elgin's committee of the whole voted 9-0 on September 9 for a 12-month moratorium, according to its draft minutes.
Approved campuses move toward construction
Yorkville's council approved on July 14 an amendment letting CyrusOne build its CHI-11 campus as eight one-story buildings of 1,854,805 square feet. CyrusOne's attorney told the council the substation was under construction, with power expected in 2027 and the first building occupied in early 2028, and the company filed the campus's final plat on September 22. In Mount Prospect the board hired an outside reviewer for five CloudHQ permit applications at a campus approved in 2025 for 345 MW. The state's tax incentive program for data centers stopped processing applications on July 1.
Aligned Data Centers, Coal City campus
- Project
- Aligned Data Centers campus, called Project Heartland in the utility memo
- Location

- Date filed
- July 24, 2026, the filing date the village wrote on both applications
- Earlier record
- In February the village approved an annexation agreement and I-1 zoning for 80 acres of the site, on an application filed January 26 for "a potential data center".
Sites filing to add data center capacity, by quarter
A site counts once in a quarter however many permits it files. Building permits were searched in Chicago only, and several suburban cases do not state a filing date, so a quarter can be missing a site. The bars count what the public records show.
Earlier quarters, from the records we have
These counts come from the records we could search for each quarter. Some sources only start partway through, so read them as what the records show, not as a trend.
| Quarter | Chicago area: sites filing to add capacity |
|---|---|
| Q2 2026 | 1 |
| Q1 2026 | 2 |

Filings and decisions by quarter
Dates are the filing dates on each authority's own record. Joliet's is the date on the petition pages.
What to watch next
- November 4, 2026. Yorkville's Economic Development Committee is set to review CyrusOne's CHI-11 final plat, with the planning commission on November 12 and the council on November 24. All three dates are tentative. Published record.
- January 16, 2027. West Chicago's 180-day moratorium on new data centers and battery storage is set to expire. Published record.
- May 11, 2027. Lake County's moratorium on data centers in unincorporated areas is set to expire. Published record.

A site is one address or one campus, listed in the quarter its own record shows a filing to add data center buildings or power: an annexation, rezoning or planned development for a new site, a building permit for a new building, or an amendment that states more buildings or power.
Most suburbs publish no searchable building permits, so a new building filed with a suburb can be missing until a board record names it. Cities and villages not named in the matrix were not searched, so their activity is unknown.
Sources and revisions
Every figure links to the public record it came from: a building permit, a zoning or planned development case, a council or board record, or a state air permit. News coverage is named as news and never stands in for a record.
This edition is final. Its figures change only by a dated correction. A correction will name the record it changes.
Colocation Scout is run by a wholesale and colocation consulting company. The permit data is public and every row links to its filing. How we verify.
