sites filed planning applications to build data centers in San José, from 152,676 to about 516,000 square feet. All four are still under city review.

city paused new data center applications: Gilroy, by a 7-0 vote on 14 September, for 45 days unless extended, with its approved Amazon campus exempt.

San José took four data center planning applications in Q3 but no new building permits, while Gilroy paused new applications and Santa Clara authorized up to $350 million for its city-owned grid.

Two maps. Left, San José and Santa Clara: the quarter's four planning applications for new data centers are the dark marks, at Silver Creek Valley Road, Embedded Way and Great Oaks Parkway in south San José and at Charcot Avenue in north San José. Two earlier projects are lighter marks: NorthTown on West Trimble Road and the San Jose Data Center on Alviso-Milpitas Road, whose foundation permit was issued in February 2026. Right, Gilroy: a pause marker shows the 45-day moratorium on new data center applications adopted on 14 September. Operating data centers from PeeringDB are small hollow dots.

The small hollow grey dots are data centers listed in the public PeeringDB facility list, each linked to its record. Listings marked closed are left off. A listed building is in no count on this page.

What happened this quarter

Four data center plans, no new building permits

No new data center building permit was filed in the San José records this quarter, although recent filings may not have reached the city's public system yet and the map layers behind these records do not hold every permit. Four sites filed planning applications to build data centers instead, and all four are still under city review. Silver Creek, at about 516,000 square feet, and a three-story building on Charcot Avenue that would replace five others, at about 514,000, are the largest, followed by a 444,436 square foot plan on Great Oaks Parkway and 152,676 square feet on Embedded Way. A downtown rezoning at 150 South First Street to reinstate and expand a data center is also on file. Its record states no power figure.

Power figures that do not add up

Three of the four applications state power, each in a different way, so none of their figures can be added to another. The city's record describes the Embedded Way plan as an 18 megawatt data center and the Great Oaks plan as a 72 megawatt one, without saying whether that is the load of the computers or the demand of the whole site. Silver Creek's record gives up to 99 MW of backup generation from 44 generators, the plant Prologis put before the California Energy Commission on 18 September when it applied for a small power plant exemption. A generator rating measures backup plant, not capacity a customer can use.

Older projects move through review and construction

NorthTown, a 206,250 square foot data center proposed on West Trimble Road in June 2025, went deeper into state review. The Energy Commission opened scoping for a draft environmental impact report on 21 July, and on 6 October, after the quarter closed, it asked for alternative sites and a smaller backup plant, once San José had asked that the review cover the whole data center and its full build-out. On Alviso-Milpitas Road, a 245,000 square foot data center has held a foundation permit since February and is under inspection. Valley Water agreed on 14 July to move a visitor center and change parking for it, but the full building permit still waits on approval of public improvements.

Gilroy pauses applications as Santa Clara funds its grid

Gilroy council voted 7-0 on 14 September to stop accepting, processing or approving new data center applications for 45 days while the city writes rules for them, and its own 10-day report says the pause ends on 29 October unless the council extends it. The Amazon campus at 8050 Camino Arroyo, approved and under construction, is exempt, but a second Amazon facility, so far only a pre-application, is not. Santa Clara's council authorized up to $350 million in revolving credit for its city-owned electric utility on 7 July, which pays for the system without assigning power to any site, and in August agreed to schedule a debate on data center water use.

All four are planning applications, not building permits. Square feet are the data center area each record describes, about 516,000 and 514,000 as Silver Creek's and Charcot Avenue's records round them, and leave out Silver Creek's 30,000 square feet of office. The megawatts are not totalled because they measure different things: Silver Creek's is backup generation and the other two do not say what they measure. TBA marks a figure the record does not state yet. Estimated cost, as filed, is the filers' own unverified figure, not total project spend, and no planning application here states one.

Final edition

Completed 13 October 2026. These figures are frozen, and any later correction is listed under Sources and revisions. Recent San José filings may not have reached the city's public system yet. A filing is not space anyone can lease.

Sites filing to add data center capacity, by quarter

A site counts once in a quarter however many permits it files. The chart draws on San José building permits and planning cases naming a data center, found through the city's map layers of recent and active permits and its data center register. Those layers do not hold every past permit. Other cities and both counties are outside this report's coverage.

Earlier quarters, not comparable with Q3 2026

Sources were added or changed during these quarters, so these counts cannot be compared with each other or with Q3 2026. They show what the records hold, not a trend.

What to watch

  • 19 October 2026: Gilroy's council holds a hearing on extending the moratorium by 10 months and 15 days, to 3 September 2027. An extension needs a four-fifths vote.
  • 29 October 2026: the moratorium expires unless it is extended, according to the city's 10-day report.
  • 5 November 2026: NorthTown's answers are requested by then, 30 days after the Energy Commission asked on 6 October for alternative sites and a smaller backup plant.

What is in this report. A new data center building, a planning case for a new data center site, and work at an existing data center that states added power with a figure. Each filing's own record names a data center. Repairs, replacements and equipment with no power figure are left out, or noted where they sit at a data center.

Sites. A site is one address or one campus and appears once in a quarter. A planning case is an application, not a permit. Quarters do not compare, because the city's map layers hold recent and active permits, not every past one.
